in romney's foreign policy attacks? >> the biggest problem mitt romney has is not debating the president, it's debating himself. this is all consistency of a split pea soup. is he for mission creep and won't set an end date. he's on every side of his foreign policy position but even worse than that, even worse than the whole who is advising him question, his basic world view is outlined in his foreign policy speech today is, you're with us or against us. does that sound familiar? the world is divided into liberty and tire ran knee. it's a more knew wants world, post 9/11 world. if you think they can be divided equally between tyranny. >> listen to this. >> recommit america to the goal of a democratic prosperous palestinian state living side by side in peace and security with the jewish state of israel. >> what struck me about that is in the secret tape that is going public where he taked about the 47%, he that negotiations won't work. let me show you this. >> the palestinians wanting to see peace any way and committed to the destruction and i say there is no way. you move things along the be

-raisers, his republican challenger mitt romney is getting ready to unveil his vision for foreign policy in a speech in lexington, virginia. here's a portion of his speech. it goes like this, they sent us excerpts earlier. general marshall once said he is going to say, the only way human beings can win a war is to prevent it. those words were true in his time and they still echo in ours. want to get to tara walsh, the senior communications adviser for the romney campaign. nice to see you. thanks for talking with us. >> hi, soledad. good morning. absolutely. >> so we know having read some of these excerpts that have been sent out by the campaign that governor romney's going to focus on israel, he's going to focus on the palestinian territories and no big surprise, he's going to focus on iran. why don't you spell out for me exactly what governor romney's position is when it comes to iran? >> well, listen, governor romney is going to clearly spell out the choice that there is this election, particularly when it comes to foreign policy and all of the unrest that is happening in the middle ea

it. >> it really gives you pause. >> anything the romney camp has done as it relates to foreign affairs is beyond a stumble, it's an embarrassment. >> domestic policy, you talk about stuff you don't know. you make an ass of yourself. in foreign policy you start a war. >> a familiar face with very wise words. let's get right to our panel. in washington pulitzer prize winning columnist for "the washington post" eugene robinson and michael o'hanlon, senior fellow with the 21st century defense initiative. two men better equipped for today i could not find. eugene, you have been a foreign correspondent in places as far afield as argentina and europe. you know the middle east. mitt romney says he wants to arm the syrian rebels with serious amounts of military hardware. i ask you, eugene, is america ready and willing to start a proxy war with iran on the road to damascus? >> well, good question, and first of all, i think you have to ask given the way romney has changed his policy in various areas, you have to ask is he serious about that. but if he is, that's the one sort of bit of new

the president for their third and final debate on the topic of foreign policy. earlier today mr. romney visited the ji military institute to deliver what his campaign described as a major address on foreign policy and to try out some new fear-flavored zingers focused on the middle east. >> it's clear that the risk of conflict in the region is higher now than when the president took office. i know the president hopes for a safer, freer, and more prosperous middle east allied with us. i share this hope, but hope is not a strategy. >> but even after today's tenth major foreign policy address by mr. romney, questions remain about how he would conduct american policy toward the rest of the world. how about libya? >> in the libya i'll support the libyan people's efforts to forge a lasting government that represents all of them, and i'll vigorously pursue the terrorists who attacked our consulate in benghazi and killed our fellow americans. >> okay. now that he's both favored and deposed intervention in libya, he'll defiantly claim his position is exactly the same as the president. great. how about ir

out former secretary of state madelyn albright to call mitt romney's grasp of foreign policy shallow and out of date. i'm steve handelsman, news4. >>> there's a new poll out that suggests mitt romney's strong debate performance last week has improved his standing in the presidential race. the pew research center shows romney leading president obama among likely voters by a margin of 49% to 45%. three weeks ago, that same poll gave president obama an 8-point lead. >>> today the united nations secretary-general said the violence in syria is threatening the stability of the region. activists say the civil war has claimed more than 30,000 lives since it began last year, and the violence has spread beyond the borders. syrian mortars have landed in turkey. for six straight days turkey has launched retaliatory strikes. and warned syria not to test his resolve. he said turkey is ready for war. >>> posters considered so controversial they might incite violence are now hanging in several metro stations. news4's jackie bensen is at the u street station with reactions from riders and from the wo

presidential candidate, mitt romney. he is scheduled to give a recall of a major address on foreign policy. we'll have that for you when it gets underway. it is scheduled for 11:20 eastern and we will have that for you on c-span. right now, a preview of the speech from this morning's "washington journal." host: we want to talk a little bit about this speech today. thank you for joining us. what does mitt romney have to do in this speech? what sort of expectations are built up? guest: this will be romney's foreign-policy speech. it is clearly pretty late in the game for him to be delivering a speech like this. early voting has started in the number of states. he wants to continue some of the momentum he built up last week's debate. it's a chance for him to make a clear contrast between himself and the president. more importantly, it's another chance for his campaign to show that there is more of a choice between him and obama and less of a referendum. when romney pick his running mate this summer, there was a sense that this would be a chance for him to outline things for his own and have a pol

in libya. romney is trying to polish his own spotty record on foreign affairs and he faces some public doubts. according to to a cnn/orc poll 52% of americans believe obama is better at handling foreign affairs. 45% say romney. cnn national political correspondent jim acosta is at the virginia military institute where romney will speak in just a little over two hours. good morning, jim. >> reporter: good morning, carol. that's right. after what was widely perceived as a big victory for mitt romney on the issue of domestic policies at that first presidential debate, he's going to be going after the president on foreign policy at that speech at the virginia military institute here in lexington later on this morning. and the campaign did release some excerpts from the speech that we could look at to sort of see where he might be going with this address later on this morning. a few things to point out, carol. he's going to be going after the president as you mentioned just a few moments ago on those diplomatic attacks in benghazi, libya. he's going to be talking about that attack as the wo

to the romney campaign on foreign policy and former senator from minnesota. welcome to you, senator. >> piers, great to be with you today. >> let's start with this extraordinary poll today. the pew poll showing that your man, mitt romney, has sawed into the lead and quite comfortably. what do you make of that? >> well, certainly the debate was a defining moment in this campaign, but i think it's pretty simple. mitt romney has a plan, has a plan to grow jobs, he articulated a plan today for strong american foreign policy and the president doesn't have a plan, doesn't have a record. when you don't have a record, you don't have a plan, you go against somebody who has a record of building jobs and has a plan, i think you're seeing what you're seeing in the pew poll. >> one of the most extraordinary parts of the pew poll, if you look at sort of the detail, is the 18 point swing with women voters. he was 18 points behind, it's now level with barack obama. i was actually watching mitt romney speaking in the rain earlier this afternoon and some of the women around me were sort of visibly going weak a

at the president today on foreign policy. but the big news of the day may just be candidate romney's surprising surge with female voters. joining me now two women who are likely to be an odds-on, maria cardona and kristen soltis. welcome to you ladies. >> thank you, piers. good to be here. >> let's start with you, maria. i would imagine that although all the clear evidence points to women surging to mitt romney, you're not one of them. >> i am not one of them, piers. look, i'll say this. i'll say the same thing tonight that i have said when the president was up by a considerable amount with women, and when he was up with polls in general, and that is that a poll is just a snapshot of the moment. in this very close election, polls will be volatile, especially after last week's debate. but i think that what we need to take into consideration is what is going to happen from here on out. i guarantee you, piers, that democrats are going to continue delivering the message about mitt romney and the gop -- >> here's the problem. here's the problem. >> -- and the party that is not goodor women. >> we al

romney is coming out today trying to position himself as the more presidential leader in terms of foreign policy than barack obama, saying obama has been weak. this is obviously a very arguable point. what would you say to that? >> i think the most interesting thing about governor romney is not just this speech but his entire foreign policy approach, is the complete absence of specifics and we even heard that from former senator coleman there so he's upset about the situation in syria. i didn't hear governor romney advocate that we intervene in syria. i happen to think that would be a mistake. in iran, all he called for was the exact sanctions that president obama is implementing. look, the president has had a very strong record. you pointed out many of the aspects of that. certainly the death of osama bin laden is the most important, but it's not just that. we've contained al qaeda by being aggressive, but at the same time, we've worked with the rest of the world to enforce sanctions on iran and, yes, we are working with turkey and all those other countries, trying to deal with the situa

are popular somewhere. romney has distinction in foreign policy, it's this. remember who you are dealing with. obama is like me. he preferred to be cool rather than rule. he took exception to exceptionalism. what romney is saying is we're going back to the way we were. we have don't care if you don't like us. we'd rath ber respected and feared than be part of anti-bullying campaign. >> kimberly: bob, you seem enthralled. otherwise inspired. >> bob: inspired the word. dana is right. this would have been lost if not for the timing of it. not a bad delivery. this is where romney fell short. he says. he does not call for a cutoff date at all. he wants condition. a lot of people on the right want to cut off aid altogether. >> eric: wait. >> bob: por done me? >> eric: if conditions aren't met, then what? >> bob: i don't know what that means. >> bob: if i could finish. >> eric: again, bob -- finish. okay. >> bob: he said that we should begin to supply our friends in syria, syrian revolt. which would be fine especially our closest allies like turkey don't know who the friends are and not supplying ai

of romney and saying we won't be lectured by someone who's been an inmitigated disaster on foreign policy every time he dipped his toe in the foreign policy area. that's coming from jen psaki. a zinger there. recent polls show that romney closing the gap. should it be a wake-up call for the president, the campaign that mitt romney thinks that the fight over foreign policy is one he's willing to take on? >> you know, i think we'll have to wait and see what governor romney says before we determine that. foreign policy, there's a lot to say that sounds great in rhetoric and platitudes and hearing plenty of governor romney and really about the approach and the policy and just in the previews i have heard a lot of the rhetoric is a little bit different but the underlying policies are very similar. i mean, the kinds of things i think the governor will recommend sound like things that are already happening and continuously hearing governor talk he doesn't seem to understand or speak to, you know, with china. it is not just currency manipulation and trade to worry about or deal with china on. it'

. mitt romney out of nowhere it seems, major address today on american foreign policy. take a listen. >> the president is fond of saying that the tide of war is receding. i want to believe him as much as anyone else. when we look at the middle east today, with iran closer than ever to nuclear weapons capability, with the conflict in syria threatening to destabilize the region and with violent extremists on the march, and with an american ambassador and three others dead, likely at the hands of al qaeda affiliates, it is clear that the risk of conflict in the region is higher now than when the president took office. >> so we'll hit the speech in depth here a lot on the middle east. but first, let me give you the big picture. as we mentioned, four weeks until the election, and we are seeing a possible shift in favor of mitt romney. check this out. this is what has happened since that debate last wednesday. this is gallup's daily tracking poll. a dead heat here when you look at the different numbers, a dead heat for the race for president, down from the five-point advantage for the pres

mitt romney to the, he gave this 20-minute speech on foreign policy. not exactly one of romney's stronger suits thus far. take a look at yet another poll here. the question being better on foreign policy shows him trailing the president by seven points on that one specifically. wolf blitzer, let's talk to you about all of this. joining me live from washington here. and we'll listen in a moment to that speech from mitt romney at vmi. let me ask you this, why a foreign policy speech this late in the election campaign? do you think he sees some sort of opening here? >> yes, i think that the killing of the american ambassador and three other americans in benghazi, libya, the consulate there, and the confusion surrounding the administration's explanation for what happened, the condemnation by some has given him a clear opening. take a look at what is happening throughout north africa and the middle east. he said that today. there is a lot of anti-american attitudes out there. he senses there is a moment now for him to take advantage and as you point out, brooke, he's going to have t
